German lawyer and politician of the SPD. He was a member of the Bavarian State Parliament and the German Bundestag. From 1971-1981 Federal Constitutional Court Judge; 1980-1986 Federal Chairman of the Working Group of Social Democratic Lawyers (AsJ)
